Although the dates featured in this scrapbook overlap with dates featured in Scrapbook 21 and Scrapbook 22, Scrapbook 23 focuses solely on talks of implementing a State Income Tax and the discourse that followed the proposal. While state legislators claimed the tax would benefit Rhode Island, much of the general public remained vocal in their opposition.

The scrapbook covers the formation of the new court and the court's endeavors following its creation. Also featured in this scrapbook is "The DeCiantis Story", a series of articles detailing the life and controversial political career of the newly appointed judge, Michael DeCiantis. A collection of newspaper clippings with dates ranging from January 1962 to January 1966. During this time Michael DeCiantis was serving as a judge for the Rhode Island State Family Court. Scrapbook 23 covers DeCiantis' work as a judge and the trials he presided over. He commonly dealt with divorce and custody trials, child abuse and neglect, and cases against minors. This scrapbook also covers the conditions at the Rhode Island State Training School and a glue-sniffing problem affecting young people. The clippings are featured in chronological order. A collection of loose papers and newspaper clippings with dates ranging from 1963 to 1980. Arranged in chronological order by year. During this time Michael DeCiantis was a judge for the Rhode Island State Family Court. Topics include cases that DeCiantis presided over, and editorial pieces dealing with abortion, women being subject to the draft, and the holding of juvenile criminals within adult facilities.
Most of the scrapbooks in this subseries contain news clipping relating to DeCiantis’ career and document public controversies, the Democratic Party in Rhode Island, government and law, and a variety of court cases. Item number 15 includes clippings related to the 1956 Rhode Island gubernatorial election and item number 26 contains newspaper clippings, poems, photographs, and other items which were collected by Michael DeCiantis’ mother-in-law, Mrs. John Glenn. This scrapbook was microfilmed and subsequently removed from the collection by DeCiantis.
